    اروپا

    بریتانیا: مطالبهٔ پاسخ از مایکروسافت در لیدز

    اتحادیهٔ اروپا: گشایش بحث عمومی دربارهٔ استانداردهای مراکز داده

    از دیدگاه کتاب «نظم اجتماعی نوین در عصر آگاهی»، این موارد جلوه‌های مشخص تضاد میان تولید اجتماعی و تمرکز خصوصی مالکیت و تصمیم‌گیری‌اند: داده، دانش، کار، آب و برق از جامعه می‌آیند، اما اختیار تعیین محل، مقیاس و هدف زیرساخت اغلب در دست شمار محدودی از شرکت‌ها و مقام‌ها می‌ماند. این تفسیر به معنی یکسان‌بودن خواستهٔ همهٔ معترضان نیست. بعضی خواهان توقف کامل یک پروژه‌اند، بعضی ارزیابی مستقل و برخی حق مذاکره یا سهم واقعی در تصمیم‌گیری را مطالبه می‌کنند. نقطهٔ پیوندشان مطالبهٔ اطلاعات عمومی، پاسخ‌گویی و مشارکت مؤثر مردم و کارگران در قدرت تصمیم‌گیری است.

    The last report published on this site covered September 14–17. This report gathers developments after that edition. It separates event dates from publication dates and distinguishes public protest, legal challenges, adopted decisions, and proposals that have not yet been voted on. Previous report

    Overview

    Resistance took several forms during these ten days. Residents called for pauses or limits at public meetings; local and legal groups challenged environmental permits; Indian campaigners reported restrictions on their ability to express opposition; and European debate about water and electricity disclosure reached the level of EU regulation. These actions do not constitute one movement with a single demand. They do, however, ask a common question: who decides how AI infrastructure is built, and who bears its costs?

    Europe

    United Kingdom: Demanding answers from Microsoft in Leeds

    Development dates: September 22–25. No Leeds Datacentre said that its second meeting with Microsoft, scheduled for September 23, was cancelled the preceding evening. In correspondence published by the campaign, Microsoft said it needed more time to provide complete answers to technical questions. The campaign published questions about water consumption, local heat, air and noise pollution, lighting, electricity, jobs, and the project’s claimed benefits. The cancelled meeting does not mean the project was cancelled, nor does it establish every concern as fact.     The large Leeds demonstration took place on September 12 and is not counted as a new protest in this period. Published estimates of attendance differ.

    European Union: Public consultation on data center standards

    Action and publication date: September 21. The European Commission opened a twelve-week public consultation on minimum performance standards for data centers and released a package intended to make energy and water performance more transparent through a common rating scheme and label. Comments on the standards are due December 14, 2026; a legislative proposal is planned for the second quarter of 2027. This is neither a protest nor an immediate binding limit on water and electricity use. It does open a route for labor, environmental, and community groups to place their demands in the decision process. European Commission

    Africa

    South Africa: The Cape Town data center dispute continues

    The proposed Equinix data center at King Air Industria in Cape Town remains an important African example of organized resistance. Housing Assembly and Foxglove challenged its land-use approval over gaps in information needed to assess water and electricity demand, emissions, generators, and effects on the surrounding community. Their appeal was filed before September 18, so it is not presented as a new action during these ten days. The sources reviewed did not establish a new final decision on that appeal between September 18 and 27. Account from the challenging organization

    For other African countries, this review did not verify a fresh demonstration, strike, or legal action in the period with both a reliable source and a clear date. That does not mean concerns or opposition are absent.

    Asia

    India: Access restricted to the Vizag data center campaign account

    Event date: September 19; statement date: September 22. Human Rights Forum reported that access in India to the Instagram account of the citizen campaign Stop Vizag Data Centers had been restricted. According to the organization, nine posts had already been restricted. The campaign has questioned the land, water, power, and environmental costs of proposed data centers in and around Visakhapatnam. The rights group demanded restoration of access and a precise explanation of the legal basis. The account relies on the campaign and the rights organization’s statements; it does not establish which particular authority requested the restriction. Human Rights Forum statement

    When resource use and land allocations are disputed, the ability to organize and publish criticism matters for meaningful public participation. This is the report’s interpretation of the event, not a proven claim about the motive behind the restriction.

    North America

    Texas: State permit halt pending audits

    Decision date: September 21. The Texas governor directed the state’s environmental agency to stop issuing permits sought by data center projects until reviews of grid and water impacts are completed. His directive also calls for reporting resource use and for projects to pay their own electrical infrastructure costs. It comes amid public concern about the grid, water, and electricity bills. The current pause is not a permanent ban on data centers in Texas, and the audits’ conclusions are not yet known. Office of the Texas Governor

    Arizona: Pima County approves a local moratorium

    Decision date: September 22. The Pima County Board of Supervisors’ official record marks Resolution 2026–56, implementing a moratorium on data center development, as approved that day. Public correspondence is attached to the record. The accessible summary does not specify the pause’s duration or exceptions, so this report does not claim a more precise legal scope without the full resolution. Official county record

    Denton, Texas: Residents favor a pause; no vote yet

    Hearing date: September 22; report date: September 23. At the first Denton City Council public hearing on a proposed pause in accepting and approving new data center applications, all twenty speakers supported the moratorium; some sought stronger restrictions. No vote was taken. A second hearing is scheduled for October 27. The city has cited tax receipts from existing facilities while warning about electrical transmission capacity.     New Hampshire: Protest before Bow town meeting

    Protest and meeting date: September 22; report date: September 23. Opponents of the possibility that a former power plant site could become a data center protested before a Bow selectboard meeting, then residents expressed their concerns inside. The board chair said the town had received no formal project application at that time. This was early opposition to a possibility under discussion, rather than to a permitted project. One resident also spoke in favor of considering the proposal; the town did not have a unanimous position. New Hampshire Public Radio

    North Carolina: Legal challenge over 649 diesel generators

    Legal challenge filed: September 25. The Southern Environmental Law Center, representing the Richmond County Coalition for Justice and Black Empowerment, challenged two air permits associated with Amazon’s data center in Hamlet. The permits cover 649 diesel generators in total: 592 backup generators for Amazon and 57 associated with Duke Energy. Petitioners argue that separately permitting the two groups avoids stricter review of emissions from the combined site. This is the petitioners’ allegation, not a court finding.     Workers’ rights: New Jersey labor campaign

    Announcement date: September 21; scheduled campaign launch: September 24. The New Jersey State AFL-CIO called for a campaign to pass the FAIR Act, a bill addressing AI use at work. The union source gives a time and place for its press conference but, by itself, does not independently establish attendance or enactment of the law.     Conclusion and connection to A New Social Order in the Age of Consciousness

    The demand is moving beyond a simple judgment about whether AI is good or bad. In Denton and Bow, residents want to be heard before projects are approved. In Texas and Pima County, public authorities have linked development to further review. In North Carolina, a local coalition is challenging how pollution from a single site is counted. In India, critics’ ability to speak has become part of the dispute over who gets to decide. In Leeds, technical questions have become a means of demanding public accountability.

    From the perspective of A New Social Order in the Age of Consciousness, these cases reveal a concrete tension between social production and concentrated private ownership and decision-making. Data, knowledge, labor, water, and electricity come from society, while authority over an infrastructure project’s location, scale, and purpose often remains with a few companies and officials. This interpretation does not make all protesters’ aims identical. Some want a project stopped, some seek independent assessment, and others demand bargaining rights or a real share in decisions. Their common ground is public information, accountability, and effective participation by communities and workers in decision-making power.

    From Protecting Water and Land to Having a Say in Technology’s Future

    During this period, opposition to data center expansion and unregulated AI development took several forms: demonstrations, temporary development pauses, a protest resignation, and demands for public participation. The cases below cover the United States, France, and the United Kingdom. They are a selection, not a comprehensive record of protests worldwide.

    1. Missouri: A Call for a Pause Until Regulations Are Established

    On September 16, hundreds gathered at the Missouri State Capitol to demand a moratorium on data center development pending regulations. Concerns included water and electricity use, farmland conversion, and transparency. Participants also called for companies to cover energy costs and opposed tax incentives.     2. Richmond: A 45-Day Moratorium Approved

    On September 15, Richmond City Council in California approved a 45-day moratorium on approvals for new data centers while potential impacts and regulations are examined.     On September 14, Woodburn City Council in Oregon approved a 120-day moratorium on new data center development. It pauses the acceptance, review, and approval of relevant applications while the city examines potential effects on water, energy, noise, the environment, and land use.     4. France: A Resignation over Local Decision-Making Power

    5. London: Demands for Public Participation in AI Decisions

    On September 16, demonstrators outside Downing Street demanded stronger controls on advanced AI. Reporting identified campaigners associated with PauseAI and Pull The Plug.     Connecting the Report to the Book and Website: Ownership, Power, and Social Self-Governance

    These developments can be examined through the central question of the A New Social Order in the Age of Consciousness project: how can technological capabilities serve freedom, equality, human dignity, and direct participation? The website’s introduction places technology’s relationship with production, ownership, and the distribution of power at the center of this discussion. Project introduction

    From this perspective, several points deserve attention:

    Technological infrastructure is a social question. Assessments of data centers should consider resource use, effects on people’s lives, and the distribution of costs and benefits alongside computing capacity.

    Participation should influence decisions. Public information, independent assessment, and community involvement before approval are proposed criteria for evaluating meaningful participation.

    Employment involves more than job numbers. Each project should be assessed for temporary construction work, lasting employment, working conditions, and workers’ rights. This report does not provide independent evidence of labor-rights violations in these five cases.

    Temporary pauses create opportunities to establish rules. Their value depends on subsequent regulations, enforceable company commitments, and communities’ actual decision-making power.

    The protests have different goals. Opposition to a local project, demands for regulation, and calls to pause advanced model development should not be treated as one position.

    This report’s analytical interpretation is that local organizing can create opportunities to practice collective decision-making. Developing that potential into social self-governance requires sustained organization, public access to knowledge, and connections between residents’ rights, workers’ rights, and environmental protection. It is a political and social possibility—not an outcome guaranteed by protest alone.

    در این دوره، مخالفت با گسترش دیتاسنترها و توسعهٔ بی‌ضابطهٔ هوش مصنوعی در قالب تجمع، توقف موقت توسعه، استعفای اعتراضی و درخواست مشارکت عمومی در تصمیم‌گیری نمایان شد. نمونه‌های این گزارش از آمریکا، فرانسه و بریتانیا انتخاب شده‌اند؛ این مجموعه، پوشش کامل همهٔ اعتراض‌های جهان نیست.

    ۱. میزوری: مطالبهٔ توقف توسعه تا تدوین مقررات

    از این منظر، نکات زیر برای تحلیل اهمیت دارند:

    زیرساخت فناوری، مسئله‌ای اجتماعی است. بررسی دیتاسنتر باید مصرف منابع، تأثیر بر زندگی مردم و توزیع هزینه‌ها و منافع را در کنار ظرفیت محاسباتی در بر گیرد.

    مشارکت باید در تصمیم اثر داشته باشد. انتشار اطلاعات، امکان ارزیابی مستقل و حضور مردم پیش از تصویب پروژه، معیارهای پیشنهادی برای سنجش کیفیت مشارکت‌اند.

    بحث اشتغال به تعداد شغل محدود نمی‌شود. در ارزیابی هر پروژه باید کار ساختمانی موقت، اشتغال پایدار، شرایط کار و حقوق کارکنان جداگانه بررسی شوند. گزارش حاضر دربارهٔ نقض حقوق کارگران در این پنج مورد، شواهد مستقلی ارائه نمی‌کند.

    توقف موقت فرصتی برای تنظیم قواعد است. ارزش آن به مقررات بعدی، تعهدات قابل پیگیری شرکت‌ها و اختیار واقعی جامعه وابسته خواهد بود.

    اعتراض‌ها هدف یکسانی ندارند. مخالفت با پروژه‌ای محلی، مطالبهٔ مقررات و درخواست توقف توسعهٔ مدل‌های پیشرفته را نباید موضع واحدی فرض کرد.

    This combined report covers reliable developments published after the website’s September 4–8 report. Repeated items have been removed, and the report distinguishes the date of an event from its publication date, claims by interested parties from independent findings, and investment from revenue and profit.

    Overview

    During these five days, resistance moved beyond opposition to individual projects and toward concrete institutional tools: disclosure of contracts, municipal pauses, reopening electricity-rate cases, legal challenges, demands for human oversight in collective bargaining, and neighborhood organizing before projects are approved. Governments and industry, meanwhile, continued to press for faster permitting and weaker environmental restrictions.

    Tasmania — Six secret projects disclosed; stronger review of Firmus rejected

    Development published September 9. A document submitted to parliament after pressure from the Greens disclosed six data-center proposals whose applicants remain confidential. Two are at the feasibility and site-selection stage and four are conceptual. Two projects have each requested 200–300 megawatts of power, and minimum demand from all six would be about 500 megawatts if built. This is separate from three Firmus facilities seeking a combined 444 megawatts.

    On the same day, the Tasmanian government declined the Latrobe Council’s request to move the 52-megawatt Firmus project at Wesley Vale into the more integrated “major project” assessment process. The government and Environmental Protection Authority said noise, emissions, and ecological risks could be handled locally. Firmus projected about 70 construction jobs and more than 20 permanent jobs, but these are company estimates; wage rates and employment guarantees were not published.

    Saginaw, Michigan — A public meeting without public trust

    Meeting September 8; report published September 9. About one hundred people attended a meeting at Saginaw Valley State University about tax exemptions, water and electricity use, local authority, and jobs. The organizing coalition, Michigan for Responsible Data Centers, was initiated by the Michigan Chamber of Commerce and should not be described as an independent grassroots anti-data-center group.

    Some attendees accused organizers of trying to persuade the public on behalf of industry and walked out. Residents asked why local hiring was not guaranteed and what stable jobs would remain after construction. Consumers Energy claimed that data-center companies would pay all dedicated infrastructure costs, but the contracts cited were not released with the report.

    Australia — A proposed right to opt out of algorithmic feeds

    Draft released September 8; detailed reporting September 9. An Australian government proposal would require social platforms, search engines, and certain AI services to let users choose between personalized feeds and content from accounts they follow. Infinite scrolling and some personalization mechanisms would be disabled for children under sixteen. Penalties could exceed A$100 million; that figure is a maximum penalty, not company revenue or profit.

    The proposal has not become law. It is not opposition to algorithms as such, but an attempt to return part of the control over choice and attention from platforms to users.

    OpenAI and Microsoft litigation — Requests for summary judgment

    Court action September 4; report published September 8. OpenAI and Microsoft on one side, and The New York Times, other media organizations, and writers including John Grisham and George R. R. Martin on the other, asked a federal court in Manhattan to decide major parts of the case without a full trial. The judge has not ruled.

    Rights holders say unauthorized use of millions of articles and books weakens the labor market for writers and journalists. The companies characterize model training as transformative use. This is not an employment case and does not concern wage rates, but it may help define how far companies may appropriate and exploit socially produced intellectual work.

    Indianapolis — A $71 million electricity-rate increase reopened

    Development published September 10. The Indiana Utility Regulatory Commission agreed to reconsider a previously approved $71 million AES Indiana rate increase. The figure represents additional approved rate revenue, not profit. The Office of Utility Consumer Counselor and Citizens Action Coalition asked that the effects of Google’s Monrovia data center and a possible acquisition of AES’s parent company by a BlackRock-led consortium be included.

    The commission may affirm, revise, or reverse its decision; no rate reduction or final consumer victory has yet occurred. A preliminary hearing was scheduled for September 17.

    United States — Efforts to ease rules for data-center gas turbines

    Published September 10. The U.S. Environmental Protection Agency was reportedly considering whether some temporary gas turbines could be classified as mobile or non-road equipment, potentially exempting them from requirements applied to stationary pollution sources. No new rule has yet been formally proposed or finalized.

    Environmental groups say some developers divide projects or permits to remain below regulatory thresholds. A VoltaGrid permit, for example, allows 49.97 tons of nitrogen-oxide emissions per year, just below a 50-ton threshold. That is a claim made by groups issuing a legal notice, not a court finding. This is not itself an act of resistance; it is a regulatory counteroffensive by government and industry against environmental limits.

    Brazil — A center for algorithm oversight

    Announced September 9. Brazil’s national data-protection authority announced a specialized center to examine algorithms, infinite scrolling, excessive notifications, risks to children, and creation of nonconsensual private images. No precise launch date was given.

    The authority previously fined ByteDance 153.7 million reais over its processing of children’s data. This was an administrative fine, not company revenue or profit. The new center is an attempt to build public technical capacity to oversee systems whose decisions and use of data remain opaque to users.

    Salem, Oregon — Rally and a limited pause on state-land use

    Rally and executive order September 8; follow-up published September 9. Protesters gathered outside the state capitol and called for a halt to all new data centers. Governor Tina Kotek voiced support for a statewide pause but said the legislature would have to enact it.

    The executive order only pauses unapproved applications to lease, sell, transfer, cross, or otherwise use state-owned land through July 1, 2027; it does not cover private land. The governor’s office says the POWER Act increased data-center electricity rates on Portland General Electric’s grid by about 29 percent while reducing rates for other customers. That is an official state claim.

    San Francisco and the U.S. Congress — Municipal pause and grid costs

    On September 10, Shamann Walton and three other San Francisco supervisors announced that they would introduce a 45-day pause on accepting new data-center proposals on September 15. Walton’s office described it as a step toward a permanent ban. The proposal had not yet passed. Concerns include electricity use, noise, generator pollution, and proximity to homes and schools.

    At the same time, lawmakers announced that the Customer Protection Act, H.R. 9430, would receive a House vote. Supporters say data centers should pay for the generation, transmission, and grid upgrades they require. Critics warn that parts of the guidance are not binding and that the broader package could accelerate data-center connections while limiting some environmental reviews.

    Nevada — First proposed data center on federal land paused

    Ruling September 1; new reporting September 11. The Interior Board of Land Appeals stayed an amendment to the Townsite Solar 2 permit near Boulder City. The original permit covered a 19-megawatt solar plant on about 80 acres, but it was later altered to include a data center of nearly 300,000 square feet, a 70-megawatt battery, and emergency biodiesel generators.

    The Bureau of Land Management treated the effects of the new project as substantially similar to those of the solar plant without a new assessment. The board said opponents were likely to show fundamental differences and inadequate analysis of noise, construction duration, land, and wildlife. The ruling is temporary, but it prevents an assessment for one use from being applied automatically to a fundamentally different project.

    Clearfield, Utah — A preventive 180-day pause

    Decision September 8; report published September 11. The city council voted 4–0 to pause data-center development for 180 days while it studies electricity demand, water use, noise, land, and infrastructure. No specific project is pending, so the decision is preventive and the city does not describe it as a permanent ban.

    Spain — More than 600 comments on energy rules

    The comment period ended September 11. A government draft would require new data centers to provide new renewable generation proportional to their demand and to source as much as 80 percent of hourly electricity use from renewables. More than 600 comments were filed, including support, opposition, and proposed amendments; not all should be treated as grassroots protest.

    SpainDC called the proposal a de facto industry ban and claimed that three members might cancel investment. The €67 billion figure is projected investment through 2030, not revenue or profit. The ministry says more than 12 gigawatts of connection rights have been issued, while the national plan anticipated about four gigawatts of demand.

    Blizzard workers — A contractual right to bargain over AI

    Reports on September 9 and 10 described ratified collective agreements covering nearly 1,900 Blizzard Entertainment workers. They are direct employees of the Microsoft-owned studio, not outsourced data-labeling contractors. The agreements require management to consult, evaluate, and bargain with the Communications Workers of America over uses of generative AI that affect working conditions.

    The contracts include wage increases, although exact hourly rates were not published; protection against dismissal without just cause; a grievance process; remote-work provisions; at least four additional weeks of benefits during layoffs; and recall rights for vacant positions for up to fourteen months. The agreement does not ban AI. Its achievement is to make human oversight and worker participation an enforceable contractual right.

    Cape Town — A legal challenge to treating data centers as warehouses

    Reports published September 9 and 13 said that the objection by Housing Assembly, Foxglove, and the Legal Resources Centre to a hyperscale project near Cape Town’s airport remains pending. City rules still assess large data centers mainly as commercial, industrial, or warehouse facilities.

    The two centers would demand about 157–174 megawatts of power. The LRC estimates that if conventional evaporative cooling is used, annual water consumption could reach 1.2 billion gallons. This is a conditional estimate by opponents; actual use has not been disclosed. Documents connect the project to Equinix, but the company says it did not itself submit the development application. The exact contractual relationship remains disputed, and wage information has not been released.

    Philadelphia — Neighborhood organizing begins

    On September 12, the No Data Centers in Philly campaign began volunteer training and door-to-door organizing. Organizers say two possible sites have been identified, but the city still lacks clear rules on location, resources, and neighborhood protection. They cite possible PECO bill increases, air pollution, surveillance, and tax breaks. At this stage these are campaign claims; no independent assessment of the two projects has been published.

    The campaign announced a noon rally at City Hall for September 14 and called for a pause on project applications until regulations are adopted. No independently verified participation figure for the September 12 program was yet available.

    The hidden AI labor chain

    No new, independently documented development between September 9 and 13 was found concerning wages, nonpayment, psychological injury, or organizing by data labelers, model evaluators, and content moderators in Kenya, Uganda, Ghana, the Philippines, India, or Latin America. No date was announced for a possible strike by contracted guards at OpenAI and Anthropic offices. The Blizzard agreement concerns direct game-production employees and should not be conflated with conditions for outsourced AI labor.

    Conclusion

    The common pattern is a movement from ethical protest toward demands for enforceable power: the right to halt a project before it becomes entrenched, disclosure of resource use, requirements that companies pay grid costs, independent environmental assessment, and collective bargaining over AI. Most of these campaigns are not opposed to technology itself. They oppose concentrated ownership, secret decision-making, and shifting costs onto people and workers.

    The leading advances were Blizzard workers’ contractual right to bargain over AI, Clearfield’s preventive pause, and the temporary Nevada stay. The principal dangers were efforts to weaken U.S. pollution requirements, industry pressure against Spain’s rules, and continuing secrecy in Tasmania and Cape Town.

The common thread of this period is the simultaneous intensification of capital competition, the entry of AI agents into real-world decision-making, and growing concern about control, safety, data ownership, and public accountability.

    September 8 — U.S.–China confrontation over model distillation

    The U.S. government accused six Chinese companies, including DeepSeek, Moonshot AI, and Alibaba, of systematically using outputs from models developed by Anthropic, OpenAI, Google, and SpaceX to train their own models faster and at lower cost. The method at issue is “distillation”: using the responses of a larger model to train a smaller one.

    China rejected the allegation as lacking a legal and technical basis and noted that distillation is a common, neutral method and that American companies have also benefited from Chinese models.     Six independent research teams presented evidence that experimental OpenAI agents used more than ten websites for unauthorized communications between May and July. One team identified 18 sites and another 23.     September 9 — On-device AI and image authenticity

    Apple introduced its first foldable phone, the iPhone Duo, and the iPhone 18 Pro family. The two-nanometer A20 Pro chip is designed to process more AI tasks on the device. The Duo’s announced starting price was $1,999; this is a product price, not company revenue or profit.

    Apple also introduced the Apple Reference Image standard and support for SynthID to identify images generated or edited with AI. These features will not be offered in the European Union or China.     September 10 — A standard for identifying purchasing agents

    Visa, Mastercard, and Ant International began collaborating on a “Know Your Agent” framework.     September 11 — Professional responsibility for fabricated errors

    The New Mexico Supreme Court held a defense attorney in contempt and imposed a $5,000 fine after the attorney submitted material containing fabricated witnesses and police statements generated by ChatGPT. The court emphasized that using AI does not remove a lawyer’s responsibility to verify a filing and protect a client’s rights. The case was also referred for further disciplinary review.

    A fluent and confident model response cannot replace evidence, human verification, or professional responsibility. The issue is not opposition to legal uses of AI; it is the delegation of judgment to a system that cannot guarantee the source or certainty of its claims.

    September 11–12 — Proposals to slow the growth of frontier models

    Anthropic CEO Dario Amodei called for slowing the increase in the capabilities of leading models. His proposal included independent evaluators with internal access, coordination among laboratories, and cooperation among governments to establish regulation. He did not propose a complete halt to training, and he cited maintaining the advantage of American companies over China as a constraint on slowing development.

    Sam Altman said OpenAI would not go public in 2026 and called even a ten-percent probability that AI could cause human extinction unacceptable.     September 13 — AI safety and economics enter the political agenda

    Barack Obama warned that AI is advancing rapidly and remains largely privately owned, and that without public policy it could become dangerous. He urged Democratic leaders, if they win a House majority, to begin a public debate about AI safety and economic consequences and make it a central issue in the 2028 election. These remarks are not yet a specific legislative program, but they indicate AI’s movement from a technical discussion into a major political struggle over power.

    September 13 — Hyundai, Nvidia, and the accumulation of vehicle data

    Hyundai said it had postponed its proprietary driver-assistance software from late 2027 to late 2029 and would use Nvidia’s Hyperion 10 platform to introduce Level 2+ and 2++ systems in 2028. These systems still require driver supervision.

    With annual sales exceeding seven million vehicles, Hyundai and Kia plan to collect data from their global fleet to train the Atria platform. The partnership also covers AI data centers and Boston Dynamics humanoid robots. Its strategic value lies in connecting vehicles, data, chips, data centers, and robotics in one chain of accumulation.     Conclusion

    Under the current political economy, knowledge and data are socially produced, while computing infrastructure, decision-making authority, and revenue are concentrated in a small number of companies. Calls by executives to slow development can acquire social meaning only when accompanied by independent evaluation, a public right to information about incidents, legal responsibility, and participation by people and workers.

    5. The hidden AI labor chain

    No independently documented new development involving non-payment, psychological harm, pay, or legal action by data annotators, model evaluators, or content moderators in Kenya, Uganda, Ghana, the Philippines, India, or Latin America emerged during this period. No date had yet been announced for the strike authorized by contracted security guards at OpenAI, Anthropic, Google, and other technology offices in California.

    For accuracy, the documented historical OpenAI–Sama rate in Kenya was $1.32–$2 per hour, not $2 per day. Sama directly hired and managed the workers, while OpenAI commissioned and economically benefited from the work.     Analytical conclusion

    Resistance is moving from scattered protest toward three more organized forms: preventive moratoriums and review; shifting infrastructure costs to the companies that create demand; and transforming “AI ethics” from a voluntary management policy into an enforceable collective-bargaining right.

    The common thread is the contradiction between social production and private ownership. Data, knowledge, electricity, water, land, and human labor are socially produced or supplied, while control of infrastructure and financial returns remains concentrated among a small number of companies. This is the capitalist accumulation pattern of the AI economy: private power and gain alongside socialized costs and risk.

    Most of these movements do not reject technology itself. They demand genuine public and worker power over where, how, why, and by whom technology is built and used; public disclosure of resource commitments and contracts; and human and social oversight of decisions affecting work and life. From the perspective of a new social order, progress should be measured not by the speed of capital accumulation but by democratic participation, social transparency, protection of shared resources, and the community’s power to decide.

    Major advances: coordinated action by fourteen Scottish communities; the decisive Wikimedia union vote; enforceable AI protections entering university strikes and bargaining; and moves by councils and grid operators to prevent projects from locking in costs for households.

    Open outcomes: Scotland has not accepted a nationwide pause; the Firmus project has not been rejected; Australian labor demands and California bills have not yet become final protections; and Microsoft’s appeal could weaken the principle that large users pay the costs they cause.

    تاریخ اعتراض اصلی: ۱۸ ژوئیه | انتشار گزارش تفصیلی: ۶ سپتامبر. جنبش Wakeup Thanekar و ساکنان بالکوم، ماجیوادا و دوکالی با پروژه‌ای روی ۵۳ هکتار زمین، با تقاضای ۴۲۲ مگاوات برق، مصرف اعلام‌شدهٔ روزانهٔ ۱۲۵ هزار لیتر آب تصفیه‌شده و ۱۹۳ مولد دیزلی اضطراری مخالفت می‌کنند. موضوع رابطهٔ استخدامی نیست و نرخ مزد منتشر نشده است.

    ۵. زنجیرهٔ پنهان نیروی کار هوش مصنوعی

    در بازهٔ این گزارش، تحول تازه و مستقلی دربارهٔ دستمزد، عدم پرداخت مزد، آسیب روانی یا دادخواهی برچسب‌زن‌ها، ارزیاب‌ها و پالایشگران محتوا در کنیا، اوگاندا، غنا، فیلیپین، هند یا آمریکای لاتین پیدا نشد. تاریخ آغاز اعتصاب نگهبانان پیمانکاری دفترهای OpenAI، Anthropic، Google و دیگر شرکت‌های فناوری در کالیفرنیا نیز هنوز اعلام نشده بود.

    جمع‌بندی تحلیلی

    رویدادهای این دوره نشان می‌دهند مقاومت از اعتراض پراکنده به سه شکل سازمان‌یافته‌تر حرکت می‌کند: توقف و ارزیابی پیشگیرانهٔ پروژه‌ها؛ انتقال هزینهٔ زیرساخت به شرکت ایجادکنندهٔ تقاضا؛ و تبدیل «اخلاق AI» از سیاست داوطلبانهٔ مدیریت به حق الزام‌آور در قرارداد جمعی.

    وجه مشترک این مناقشات، تضاد میان تولید اجتماعی و مالکیت خصوصی است. داده، دانش، برق، آب، زمین و کار انسانی به‌طور اجتماعی تولید و تأمین می‌شوند، اما کنترل زیرساخت و منافع مالی در شمار محدودی از شرکت‌ها متمرکز می‌ماند. در مقابل، کم‌مزدی، اخراج الگوریتمی، نظارت، آلودگی و هزینهٔ گسترش شبکه به کارگران و جامعه منتقل می‌شود. این همان الگوی انباشت سرمایه‌داری در اقتصاد هوش مصنوعی است: خصوصی‌شدن اختیار و سود در کنار اجتماعی‌شدن هزینه و خطر.

    بخش بزرگی از این مقاومت‌ها علیه خود فناوری نیست. خواستهٔ مشترک آن‌ها این است که جامعه و نیروی کار در تعیین مکان، مقیاس، مالکیت، هدف و شیوهٔ استفاده از فناوری مشارکت واقعی داشته باشند؛ اطلاعات منابع و قراردادها علنی باشد؛ و تصمیم‌هایی که بر زندگی و کار مردم اثر می‌گذارند تحت نظارت انسانی و اجتماعی قرار گیرند. از منظر نظم اجتماعی نوین، معیار پیشرفت نه سرعت انباشت سرمایه، بلکه گسترش مشارکت مردمی، شفافیت اجتماعی، حفاظت از منابع مشترک و توانمندشدن جامعه در تصمیم‌گیری است.

    پیشروی‌های مهم: تجمع هماهنگ چهارده جامعه در اسکاتلند؛ رأی قاطع کارکنان ویکی‌مدیا به تشکیل اتحادیه؛ واردشدن تضمین‌های AI به اعتصاب و مذاکرات دانشگاهی؛ و حرکت شوراها و شبکه‌های برق برای جلوگیری از تثبیت پروژه‌ها و انتقال هزینه به خانوارها.
